Proposals at /admin/proposals are drafts, sent documents, and decisions. Pricing has to match the published catalog. Totals that do not add up are rejected before a send.

Lifecycle
Create, edit, send, view, accept, decline. Public view and decision links are unguessable tokens. Each of those events writes an audit row. The proposal body is not stored in the audit payload.
Follow-up
An unanswered proposal appears on Today and in Inbox. The next action lives on the opportunity, not only in someone's head.
